Shocking footage from the regional capital Makhachkala shows part of a multi-story residential building collapsing due to the extreme conditions.
Floodwaters swept away vehicles, leading to the deaths of four people, including three children, according to authorities.
In addition, another fatality was reported after a landslide triggered by the heavy rains.
Power outages and emergency evacuations
